The latter would expect their new champion, as consul, to show the sincerity of his conversion by opposing the popular measure with all the powers of his oratory; and thus he would of necessity lose much of the influence which he still possessed with the people.
But as his eloquence did not deter Rullus from persevering in his design, Cicero addressed the people a few days afterwards in the second of the speeches which are extant.
Rullus did not venture upon a public reply, but he spread the report that Cicero only opposed the law in order to gratify those who had received grants of land from Sulla.

The provisions of the Thoria lex are examined by Rudorff in an elaborate essay.
Rullus proposed to appoint ten persons with power to sell everything that belonged to the state, both in Italy and out of Italy, the domains of the kings of Macedonia and Pergamus, lands in Asia, Egypt, the province of Africa, in a word, everything; even the territory of Capua was included.
To a Roman of that age, the regular supply of the army with good soldiers would seem a sound measure of policy; and the furnishing the poorer citizens with inducement enough to procreate children was therefore the duty of a wise legislator.

Moreover, we have absolutely no evidence for such a contract, even in Cicero’s speeches against Rullus, when he might be expected to mention it as an objection to Rullus’s bill.
Rullus also ventured to propose the distribution of the Campanian land, which had hitherto been respected by all agrarian reformers.
It was chiefly on this ground that Cicero in his three speeches on the Agrarian law succeeded in exciting such a general feeling against it that it was eventually withdrawn.

Those men who first projected these measures saw, that, if you had the power of making your selection out of the whole people, whatever the matter might be in which good faith, integrity, virtue, and authority, were required, you would beyond all question entrust it to Cnæus Pompeius 3 as the chief manager.
From that abundance, and from this affluence in all things, in the first place, originated those qualities—arrogance, which demanded of our ancestors that one of the consuls should be chosen from Capua; and in the second place, that luxury which conquered Hannibal himself by pleasure, who up to that time had proved invincible in arms.
They will laugh at and despise Rome, situated among mountains and valleys, stuck up, as it were, and raised aloft, amid garrets, with not very good roads, and with very narrow streets, in comparison with their own Capua, stretched out along a most open plain, and in comparison of their own beautiful thoroughfares.

Frequent attempts were made by the democratic leaders to divide the land among new settlers.
Brutus in 83 BC actually succeeded in establishing a colony, but it was soon dissolved; and Cicero’s speeches De Lege Agrania were directed against a similar attempt by Servilius Rullus in 63 BC.
In the meantime the necessary organization of the inhabitants of this thickly populated district was in a measure supplied by grouping them round important shrines, especially that of Diana Tifatina, in connection with which a pagus Dianae existed, as we learn from many inscriptions; a pagus Herculaneus is also known.

In 64 P. Servillius Rullus, tribunus plebis, proposed a new agrarian reform.
He withdrew his proposal, however, when newly elected consul M Tullius Cicero attacked it, amid rumors of a conspiracy to murder the tribune under the guise of another senatusconsultum ultimum.
Between the rumors of an SCU over the Servilius Rullus proposal, and the SCU passed to justify executing Catilina's supporters, the populares sought to question the whole legitimacy of the Senate's use of such measures.

She, the mother-in-law of Caesar and wife of Antony, had no respect for Lepidus because of his slothfulness, and managed affairs herself, so that neither the senate nor the people transacted any business contrary to her pleasure.
While he was thus engaged, Caesar, who had already arrived from Gaul, had collected his forces and had sent Publius Servilius Rullus to Brundisium and Agrippa against Sipontum.
