Interactivity is supplied by the manipulation of the API of the particular software installed on a set-top box, referred to as 'middleware' due to its intermediary position in the operating environment.
Development of applications using these technologies is traditionally drawn out due to the limitations of the set-top box, the large amount of testing required and the lack of standardisation of deployed units.
Some interactive television projects are consumer electronics boxes which provide set-top interactivity, while other projects are supplied by the cable television companies (or multiple system operator, or MSO) as a system-wide solution.

If boxes manufactured for China are on the ragged edge of profitability, and if the volume of boxes sold into this region absorbs a majority of the manufacturing capacity of a set-top box company, that company may suffer significantly from incorporating a costly technology into the box.
The boxes may then be shipped from the cable company to the user and, finally, the user may ship a defective unit back to the cable company for repair.
When the boxes have a low per-unit cost, shipping costs become a part of the total cost equation, especially when purchases can be in the hundreds of thousands of units.

The agreement is being touted by Sun as another milestone in its efforts to target the set-top embedded device market, since its high-profile deal in January with Tele-Communications Inc. (TCI) to include Java in all deployed set-top boxes, and a subsequent deal with Hitachi's set-top program in June.
The boxes, which receive services broadcast to homes via satellite and cable according to specified open standards, are scheduled to ship early next year.
In the past, many set-top box makers designed their own "homegrown" embedded OSs, but as interest in the devices has picked up, manufacturers have moved towards commercial operating systems like Chorus and Windows CE.

During the setup wizard, M$ identifies one PVR and its corresponding input as settop box "a" (I was using cable TV settop boxes) and the second as settop box "b".
And, I'd prefer that that box NOT be tied to recording in MCE unless it is needed for dual recording.
Basically I'd love to set one PVR/settop box combo as the primary Recorder (this does all the recording if there is a single recording scheduled), and/OR, conversely, set the second as the primary LiveTV PVR/settop box combo and should only be used in the case that dual recording is scheduled.

As for the layer thing and I apologise for staying with sport, but Sky are really exploiting this with the viewer being able to watch more than one match on one channel, the BBC did it with Wimbledon but should exploit it more.
It could be interesting to someday add an addendum to this post along the lines of "How to make social software for STBs accessible." Then at least the ultimate system implementers would have to make a clear and unambiguous decision to discriminate or not to discriminate.
But there is no in principle reason that they could not extend it to tv viewing - just have to get the right software on the box to integrate the TV signal and overlay the same functionality.
