It is incorrect to think that since the Children of Israel have 613 Commandments and the Children of Noah have seven commandments, the ratio of spiritual worth is proportionally 613 to seven.
The commandment to be fruitful and multiply was given to Noah, but inasmuch as it was not repeated at Mount Sinai, this commandment is not considered part of the Seven Universal Laws.
