Chlamydia is the most common bacterial sexually transmitted disease in the United States; almost every major medical association recommends that sexually active young women get tested yearly for the disease.
The study also found that physicians were less likely to screen their patients for chlamydia if they believed that the majority of their 18-year-old patients were not sexually active or if they believed the prevalence of chlamydia is too low to make screening useful.

It is my understanding that someone who would define themselves as sexually active is someone who has had sex and is currently involved in a relationship involving intercourse.
Those who are sexually active I would say would classify themselves as such if they are currently involved in a physical relationship involving sexual intercourse.
If you asked a virgin who was involved in a physical relationship without any intercourse if they are sexually active, their response, I would imagine, would be "no" simply because the term "sexually active" usually has some kind of association with the actual act of sexual intercourse.

Washington, DC -- Unmarried sexually active postmenopausal women may benefit from continuing to have cervical cancer screening even if they have previously had normal cervical cytology results, according to research published in the August issue of Obstetrics & Gynecology.
Researchers found that the overall annual incidence rate of high-grade squamous intraepithelial lesion or cervical cancer was significantly higher among sexually active unmarried postmenopausal women than among either unmarried postmenopausal women who were not sexually active or married postmenopausal women.
They conclude that cervical cytology screening every three years is appropriate for low-risk postmenopausal women (married or not sexually active) with normal cytology screenings, but that sexually active unmarried elderly women may benefit from continuing to get Pap screenings, even if they have previously had normal cervical cytology.
