  Sexual Harassment Guidance
Sexual harassment of students is prohibited by Title IX of the Education Amendments of 1972 under the circumstances described in the Guidance.
The Guidance provides educational institutions with information regarding the standards that are used by the Office for Civil Rights (OCR), and that institutions should use, to investigate and resolve allegations of sexual harassment of students engaged in by school employees, other students (peers), or third parties.
Because of the importance of eliminating sexual harassment in schools, and based on the requests of schools, teachers, parents, and other interested parties, OCR determined that it should provide to schools a comprehensive discussion of the legal standards and related issues involved in resolving sexual harassment incidents.

Jan Steutel and Ben Spiecker - Good Sex as the Aim of Sexual Education
However, sexual education is not merely an aspect of moral education, it also relates to the development of ideas about nonmorally good sex in a nonmorally good life.
As educators, our aim should not only be that the child acquires beliefs about the possible intrinsic value of sexual activities and experiences, the main point is that we make sure that such valuations are rooted in rational preferences.
Regarding the nonmoral good, then, sexual education cannot consist in imposing general demands; the aim will have to be adjusted to the specific talents, possibilities, needs and desires of the individual child.

Sexual behaviour which is premature or ill considered, can lead to personal unhappiness, confusion and problems in later relationships, as well as the more obvious risks of unintended pregnancies and sexually transmitted diseases.
In a context of earlier physical maturation, wide media attention to sexual behaviour, family breakdown and rising statistics on teenage conceptions and sexual disease there is an understandable demand for a response from schools and education authorities, albeit only as one of many important contributors in a complex campaign.
Sexual health education should be set out in a whole-school policy and should be delivered within the context of a general school approach to health and well-being, as best exemplified by the concept of the Health Promoting School.
