A shadow government is a "government-in-waiting" that remains in waiting with the intent to take control of the government in response to some event.
In parliamentary governments, it is common for the opposition party to have a shadow government in which top leaders of the opposition are prepared to assume certain ministries should the opposition come to power.
Also, the term "shadow government" can be used loosely to refer to a guerrilla-force that controls and administers the majority of the physical area of a country, rendering the official national government significantly less able to administer its policies.

It is hoped this Shadow government will help keep the executive branch running in the event of a major terrorist attack on Washington, DC.
Although the shadow government is designed to protect essential government services, it's not clear just how the Bush administration defines the term "essential." Of course the shadow has to cover National security and law enforcement, but what about dairy price supports or environmental protection and consumer safety?
I even thought a bit about what the shadow government is doing out there: it must be a little like being Vice President of the United States.
