Shahryar, 66, was part of the so-called Rome Group, which advised exiled Afghan King Zahir Shah, and he was a delegate to the congress in Bonn in December 2001 that helped plan a post-Taliban government.
Shahryar seems delighted in his new position and unfazed by the challenges involved, somewhat surprised that terrorism and war propelled him into a position to help his homeland.

Ambassador Shahryar was highly lauditory of the efforts of the Bush adminstration in his country and fended off a number of critical questioners in the audience.
In face of this daunting situation, Shahryar said he considered the current Afghan reconstruction effort "perhaps the most successful since the Marshall plan." He pointed in particular to the construction of "ring roads." This is the project to rebuild the 2,400 kilometers of highways connecting major Afghan cities such as Kabul, Kandahar, Herat, and Mazar-i-Sharif.
Ishaq Shahryar served as an advisor to former Afghan King Zahir Shah for five years, and was a key participant in the Bonn Accord negotiations in 2002 that formed the Interim Administration.

Ambassador Ishaq Shahryar, a graduate of UC Santa Barbara, resident of the Pacific Palisades, and solar energy entrepreneur, visited UCLA March 5 and gave a School of Public Policy and Social Research talk to help shore up support for the fledgling Afghan transitional government.
Nicknamed the "Sun King," Shahryar was one of the three scientists who invented low-cost photovoltaic cells in 1972, and he is known as one of private industry's most avid proponents of solar electricity.
Shahryar was born in Kabul and emigrated to the United States in 1956 to attend college.
