The art is usually crude and sometimes included racist caricatures (Black people are portrayed with huge lips and protruding eyes).
In some senses, these comics were the first underground comix, and they featured original material at a time when legitimate American comic books were still exclusively reprinting material from newspaper strips.
In the modern day, there is at least one comic book company, Shanda Fantasy Arts, that publishes a variant of Tijuana Bibles, the XXX Files.

I could probably relate the events, if I could be bothered, but the point, if any, eludes me. Some of it is well-illustrated (if a little dark and murky), some of it is slap-dash, and none of it is worth the time it takes to read.

Polite Dissent » Shanda and Diamond: comics, medicine, and medical comics
On the inside front cover of Medics Code 3 Special, there is a brief editorial from the Shanda Fantasy Arts publishers decrying the recent change in Diamond policy setting a higher minimum order that comics need to reach before they will be distributed.
The same cannot be said for Shanda, which offers few — if any — trades.
Again, I sympathize with small publishers like Shanda and wish they had a better option for getting their books distributed, but there’s no need to distort the facts when it’s already such an unfortunate situation.

One of the few living writers already able to claim that occupation on his résumé, Lustig, 52, has enjoyed a snowballing fan cult for his clever "Last Kiss" comics, published in fl-and-white by Shanda Fantasy Arts.

It's the vintage, kitschy art that completes the jokes, and Lustig is unashamed of how he acquired his cartoon love-children.
