Shanwick Oceanic manages the airspace over the Eastern Atlantic between 30°W and landfall with the UK and Ireland, and from 45N to 61N.
Oceanic will try to accomodate this request, and if this is also not available they will suggest an alternative which is available, it is the pilot's responsibility to check that this is acceptable.
In RW Oceanic control, due to the large diurnal traffic flow (they all fly west during the day and east at night) all levels will be available during the heaviest traffic flow.

Methods of obtaining oceanic clearances include: use of VHF clearance delivery frequencies when in coverage; use of HF to the OAC through the appropriate aeradio station (if possible at least 40 min before boundary/entry estimate); request via domestic or other ATC agencies; by datalink which is being introduced at some centres.
Due to the potential length of time in oceanic airspace, it is strongly recommended that a pilot experiencing communications failure whilst still in domestic airspace does nor enter the Oceanic Control Area but adopts the procedure specified in the appropriate domestic AIP and lands at a suitable airport.
If such a situation does arise in oceanic airspace it may be possible to contact nearby aircraft on VHF and obtain the read-out of spot wind (or if aircraft are going in the same direction, drift and ground speed) and make use of this information to identify the defective system.

Delivery of oceanic clearances via datalink for the Shanwick Oceanic Control Area (OCA) is available to registered aircraft.
Shanwick normally responds to the clearance request with a message indicating that the clearance should be received within the next 15 minutes.
Shanwick then sends the clearance to the aircraft, which contains the aircraft registration, entry point, ETA at the entry point, Mach number, flight level, route, and destination.

As the Shanwick controller continued to transmit Flight PA103's clearance instructions through the initial destruction of the aircraft it would not have been possible for a distress call to be received from N739PA on the Shanwick frequency.
Since pitch control cables are routed through the upper deck floor beams and the roll control cables through the main deck beams, there is a strong possibility that movement of the beams under explosive forces would have applied inputs to the control cables, thus operating control surfaces in both axes.

Shanwick Oceanic Control - Wikipedia, the free encyclopedia
Shanwick is the Air Traffic Control (ATC) name given to the area of International Airspace which lies above the northeast part of the North Atlantic.
ICAO divides such airspace into Flight Information Regions, parts of which may be deemed Controlled Airspace and, where appropriate, classified as an Oceanic Control Area (OCA).
The flight control (Procedural ATC) aspect is the responsibility of the United Kingdom and is provided by NATS from the Prestwick OACC, while the voice communication aspect is the responsibility of the Republic of Ireland and is provided by the Irish Aviation Authority (IAA) from the Ballygirreen Radio Station based Shannon Aeradio.

At the time, the squawk code (0357) that would last be seen by air traffic control, showed the aircraft at 31,000 feet, heading 316, and a speed of 313 knots.
Investigators also found that the explosion also rocked the flight controls, causing the nose section to pitch, roll, and yaw, the only thing protecting the instruments from the forward cargo hold, where the bomb was located, was a simple bulkhead.
The rapid movement of the flight control area, and the fierce vibration caused by this, snapped the reinforcing belt that held the windows on the left side to come apart.
