During the ribbon cutting ceremony, the governor of Paktika, Gov. Gulab Mangal, expressed his approval of the center and applauded the progress the center represents.

James C. Kearney III, age 22, of Emerson, Iowa passed away Monday, November 1, 2004 near Sharan, Afghanistan while serving his country in the Iowa Nation Guard, Bravo Company, 1st Battalion, 168th Infantry.
James Charles Kearney III was born April 4, 1982 in Atlantic, Iowa the son of James C. Kearney, JR.
The family moved to Emerson, Iowa when James was 5 years old.
