With regard to P2P we share the EFF's view that P2P file sharing is a legitimate and powerful technology, that is why our technology provides the means to allow P2P file sharing networks to operate freely.
However, as the EFF understands, most of the files shared on the public networks are copyrighted files that are being copied without the authorization of the copyright owners.
One to one sharing of a file via email may be argued to be legitimate, however is it clear that sharing copyrighted files with 100,000 strangers goes beyond any definition of reasonable.

 Skype P2P Telephony Explained
A true P2P system, in our opinion, is one where all nodes in a network join together dynamically to participate in traffic routing-, processing- and bandwidth intensive tasks that would otherwise be handled by central servers.
P2P telephony became a natural next step where P2P could have a significant disruptive impact and Skype was founded to develop the first P2P telephony network.
P2P network technologies used by file-sharing applications would be almost suitable for decentralizing this, but those networks are fragmented in nature – a search does not reach all nodes in the network.

P2P, some say, is the future of internet networking; software systems, like Kazaa and Napster, both P2P, are among the most popular software applications ever.
P2P applications use direct communications between computers to share or transfer data, rather than using a centralized server as a conduit between client devices.

Brian W. Carver -- Share Alike - How to use p2p to Share Verifiable Government Documents   (Site not responding. Last check: 2007-10-13)
If a project such as yours were to remain on a small-scale, then the use of a p2p network would just be a gimmick, for you could host versions of all the documents on your site, and people would not generally have doubts about their authenticity.
There would be no need, in such a case, for introducing a p2p distribution system, because it also introduces the questions about document veracity that you address by suggesting people search for your username on the p2p networks.
Also, by monitoring the p2p networks for verified copies of the files, you could at some point even stop "sharing" them yourself as plenty of other good versions would be out there.

G2G Share (originally named G2G Exchange) was one of the most innovative P2P concepts to emerge in years, harnessing the combined power of every participant's Gmail account to perform as a dedicated 2-gigabyte file server.
There are several applications available, such as Peer2Mail and Gmail Drive that will transform an ordinary email account into a file server, but G2G Share reached a new plateau by creating a searchable P2P "network" indexing the file contents of a potentially infinite number of mailboxes.
G2G Share allowed users to fill up their mailboxes with files uploaded to their Gmail account by applications such as Peer2mail and Gmail Drive, as well as sending file attachments via 'old-fashioned' email.

Technology & Marketing Law Blog: Music File in P2P Share Directory May Be a Distribution--Interscope v. Duty
In contrast, if a file sharing software user copies files from a legitimately acquired media owned by the user and makes the copies solely for his/her personal noncommercial enjoyment (and not for distribution), some (many?) courts will excuse those copies as fair use.
Further, if the P2P file sharing software automatically places those legitimately copied files into the share directory, courts might excuse the copying because the user’s “distribution” actions were not really volitional.
Thus, I think that in P2P file sharing cases, the copyright owners should have to prove (a) the user expected the file to go into the share directory, and (b) the file was actually downloaded by someone else.

ITworld.com - P2P could make data centers obsolete
In simple terms, P2P describes a model of computing in which computers talk to each other over the Net in order to share information and computing resources.
Security is the foremost hurdle, specifically issues such as authenticating a user on a P2P platform and dealing with the "inherent P2P problem" of host security caused by the lack of centralized control when data and processing power are distributed among many computers.
"I don't think P2P is merely a short-term hype, but I feel it will take at least five years or so before P2P will integrate with classic business and technology models," said Kevin Jackson, a planning and integration manager from the U.K. who works at a mobile phone operator.
