A bill giving the county the authorization passed the House before the end of the regular session, and it is the county commission's desire that the Legislature act on the measure when it returns April 26 to Topeka for the start of the wrap-up session.
As the bill progressed in the Legislature, mayors of Shawnee, Overland Park and Lenexa objected to the tax because it would not be shared with the cities as most county sales taxes have been in the past.
County Manager Mike Press was asked to meet with the city mangers and administrators for county cities about how tax revenue could be shared and to get a clearer understanding of the positions of all cities in the county.

The Shawnee Dispatch: County-city tax accord falls through
But Johnson County Chairwoman Annabeth Surbaugh said that potential accord began to fall apart when the Leawood City Council and Mayor Carl Gerlach of Overland Park made additional demands they said were "non-negotiable." That left the commission in an impossible position, she said, because it couldn't satisfy both sets of demands.
Meanwhile, Shawnee Mayor Jeff Meyers said he agreed with the accord that would have split the tax 75 percent and 25 percent between the county and cities, noting that cities have had a share of every other county sales tax.
He said Shawnee was lucky to pass its sales tax to fund the proposed Justice Center two years ago, and at this rate, sales taxes soon won't be an option to fund needed infrastructure improvements.
