Isle of Man - Wikipedia, the free encyclopedia
The vast majority of the members of the House of Keys are non-partisan (19), with two representatives from the Manx Labour Party and three from the Alliance for Progressive Government.
The six sheadings are Ayre, Glenfaba, Garff, Michael, Rushen and Middle.
The term 'sheading' is thought to be a Norse word for 'ship division'; each district was believed to be responsible for producing a certain number of warships.

Celtic society was tribal in nature, and the land originally belonged to the tribe.
The Island's six "Sheadings" probably corresponded originally to the chief tribal units, according to RH Kinvig in The Isle of Man, although the name came later during the Viking era, along with the division of the Sheadings into Parishes.
But in 1430 there was an election in which "all the commons" chose six men from each Sheading to represent them, and out of the 36, there were 24 selected (by the King?) as Keys.
