Kandenge said that shebeen operators, especially from the Erongo and Karas regions, were fed up with the slow implementation of the Liquor Act due to different functions being shared by municipalities and regional liquor boards.
He added that Police and the Windhoek municipality in the Khomas Region have been fairly supportive of shebeen operators' plight, something which is not the case in regions such as Erongo, Karas and Hardap.
In June, hundreds of shebeen operators and their supporters marched to the Parliament building in Windhoek in protest against the Liquor Act, which they said made it impossible for the ordinary man to make a living.

THE Gauteng liquor licensing office has given shebeen owners a reprieve, extending the deadline to apply for a permit by a month to 28 February 2005.
The permits are temporary, allowing shebeen owners to sell their wares for 18 months while they ensure they meet the requirements of the Liquor Act - including proper signage, displaying their liquor license in a prominent position and complying with health regulations.
The deadline for applications for shebeen permits was extended as the new Liquor Act was only implemented in November 2004 and the office has not been able to deal with the demand.

The applicants also sought an order declaring the limits imposed upon the sale of liquor under the shebeen permits to be invalid as they go beyond the scope of the definition.
