Sheberghan became the capital of an independent Uzbek khanate that was allotted to Afghanistan by the 1873 Anglo-Russian border agreement.
Sheberghan was the site of the Dasht-i-Leili massacre in December 2001 during the U.S. invasion of Afghanistan where between 250 and 3,000 (depending on sources) Taliban prisoners were shot and/or suffocated to death in metal truck containers, while being transferred by U.S. and Northern Alliance soldiers from Kunduz to Sheberghan prison.
Sheberghan was the stronghold of Uzbek warlord General Abdul Rashid Dostum, who had been vying with his Tajik rival General Mohammed Atta for control of northern Afghanistan.

 [PRISONACT] Prisoners of war held in horrific conditions in Afghan jails
During the recent release of Sheberghan prisoners, Associated Press reported that a "toll fee" of 30,000 Pakistani rupees per person was paid to the jailers.
The conditions at Sheberghan directly contravene the Geneva Convention and the United Nations Standard Minimum Rules for the treatment of prisoners which require that they be treated humanely and provided with adequate food, shelter, hygiene and medical case.
Sheberghan prison is just one of a number of sites in Afghanistan where prisoners of war are being held.

One of the most notorious POW detention centers was located in the town of Sheberghan (Shebargan) in Jowzjan Province, 120 kilometers west of Mazar-e-Sharif.

Indeed, it is suspected that possibly thousands of the prisoners who did not survive the transport to the prison ended up in a mass grave.

By the time the containers were opened two days later - at the end of the journey from Kunduz to Sheberghan - many were dead.
But at least two of the prisoners said American special forces - deployed in the area last autumn to hunt for al-Qa'eda operatives - were present when the containers were loaded and, two days later, when the containers reached Sheberghan prison carrying their cargo of live and dead prisoners.

Limax is under contract to build a road between Sheberghan, the home of General Abdul Rashid Dostum, one of the top warlords of Afghanistan and a well-loved leader among the Uzbek population of the north, and Sar-i-Pul, an orchard community about 60 km to the south.
The gas plant in Sheberghan was built by the Russians to process gas for export to Russia, up through Uzbekistan, and it had served that purpose for several years before the Russians were driven from Afghanistan, and all improvements on the plant ceased.
He admitted as how gas was also being piped to homes in Mazar and Sheberghan without removal of the highly poisonous hydrogen sulfide, which is contained in the gas from about half of the wells in the area.

Their thirst for plane revenge in the air and they have very little sympathy at the place of the few thousands which are taken along to Sheberghan.
Instead of aiming at the roof of the containers, the soldiers drew randomly, killing those which were close to the walls.

Nate and I just arrived in Sheberghan after a dusty 2 hour taxi ride from Mazar I Sharif where we flew this morning after paying off all the many baggage handlers to let us through to the tarmac with our boxes and bags.
The wind was pretty wild in Mazar and really kicking up the dust, so bad you couldn't really see too far in front of the car, but once we got to the greener part of the road where the poppies grow, it wasn't too bad.
That part was built by the Russians and parallel to it is the gas pipe line the Russians had originally built from Sheberghan to Tashkent, but Dostum moved after they ran the Russians out.

While the media sought to portray them as hardened “Al Qaeda” or “Taliban”; fighters, many were simply Afghan tribesmen and farmers or Pakistanis angered at US aggression in Afghanistan.

SHEBERGHAN -- Afghan warlord Abdul Rashid Dostam narrowly escaped assassination when a suicide bomber blew himself up on Thursday, injuring at least 21 people including Dostam's brother.
The attacker, with explosives strapped to his body, struck outside the Ghocha Park Mosque in the northern town of Sheberghan, where the strongman had been saying open-air prayers for the Eid Al Adha Muslim festival.
Visitors were frisked by a contingent of more than 10 armed guards at the gate of Dostam's compound but the former general only had two guards at his side.
