Sheikh Izz ad-Din al-Qassam (1882– November 20, 1935) (Arabic: عزّ الدين القسّام‎, ‘Izz ad-Dīn al-Qassām) was an influential Islamist preacher in the British Mandate of Palestine.
Qassam continued to attempt an alliance with the Mufti in order to attack the British but failed as the Mufti who headed the Supreme Muslim Council was still committed to a diplomatic approach at the time.
The Qassam rocket is named after the brigades who use them.

Sheikh Muhammad Taqiuddin al-Nabhani (Arabic: تقي الدين النبهاني‎) was an Islamic jurist, Scholar, and founder of the Islamist political party Hizb ut-Tahrir.
She had been taught by her father, the famous Ottoman poet, Islamic scholar, and Islamic judge Sheikh Yusuf an-Nabhani, who was appointed as judge at different Shariah courts in Jenin, Constantinople, Mosul, Latakia, Jerusalem and Beirut.
Sheikh Taqiuddin an-Nabhani died in Beirut on 20 December 1977, and was buried at the al-Auza'i cemetery.

Qassam rockets have been frequently fired into communities such as the Negev's Sderot, deliberately aimed at terrorizing civilians.
Since the "militant wing" of the organization (the folks that actually blow up the buses, teen night clubs, pizzerias, and such) was named after Sheikh Izz ad-Din al-Qassam, it made sense to name the weapon after him as well.
Also keep in mind that for every Arab who was forced to flee the fighting that the Arabs started in their attempt to nip a nascent Israel in the bud, a Jewish refugee was forced to flee Arab lands...but with no UNRWA set up to help them.
