Kijūrō Shidehara (幣原 喜重郎 Shidehara Kijūrō, August 11, 1872–March 10, 1951) was a Japanese politician and diplomat who served as the 44th Prime Minister of Japan from October 9, 1945 to May 22, 1946.
Shidehara was born in Osaka and attended Tokyo Imperial University, graduating from the Faculty of Law.
The term "Shidehara diplomacy" came to describe Japan's liberal foreign policy during the 1920s, and was assailed by military interests who believed it was weakening the country, especially after the conclusion of the London Naval Conference in 1930.

He became a full admiral in 1915 and served as Minister of the Navy in the cabinets of Okuma Shigenobu, Terauchi Masatake, Hara Takashi, and Takahashi Korekiyo.
Under Hara and Takahashi, Kato was Japan's delegate to the Washington Naval Conference, and worked with Ambassador Shidehara Kijuro in the negotiations that led to the Five-Power Naval Treaty.
Following his return to Japan, Kato was appointed Prime Minister in recognition of his performance at the conference.

MacArthur rejected the Shidehara cabinet’s draft revision (the Matsumoto draft), which retained the sovereignty of the Emperor, and ordered the GS to draft constitutional revisions in six days in February 1946 (the MacArthur draft).
Shidehara’s hesitation might be also attributable to Hatoyama’s behavior in the prewar period (1929-1931).
Had Shidehara resigned earlier, Hatoyama might not have been purged: After the assumption of power, it would have been difficult for the GHQ to purge Hatoyama, a legitimate prime minister of Japan, chosen by the people and sanctioned by the Emperor.

Japan in the latter half of the 1920's having achieved the diplomatic objectives of the Meiji period -- national security and diplomatic equality -- was at a crossroads in determining her future goals in world politics and history.
Over this issue arose much incompatibility and conflict between the two key diplomats of the period, Shidehara Kijuro (1872-1951) and Tanaka Giichi (1863-1929).

In late 1945, Shidehara appointed Matsumoto_Joji, state minister without portfolio, head of a blue-ribbon committee of constitutional scholars to suggest revisions.
The Matsumoto_Commission's recommendations, made public in February 1946, were quite conservative (described by one Japanese scholar in the late 1980s as "no more than a touching-up of the Meiji Constitution").
Although the document's authors were non-Japanese, they took into account the Meiji Constitution, the demands of Japanese lawyers, and the opinions of pacifist political leaders such as Shidehara Kijuro and Yoshida_Shigeru.

Premier Kijuro Shidehara was abed with a cold, but he was not as sick as his Government.
MacArthur's order covered a majority of Shidehara's colleagues, and sent them scurrying to the Premier's bedside for counsel.
