SHIGA PREFECTURE in Japan, located just to the north of the traditional capital city of Kyoto, centers on Lake Biwa, the largest fresh water lake in the nation.
One of the most active organizations in Shiga Prefecture is the Shiga International Friendship Association (SIFA) whose stated mission is to foster improved relationships between the prefecture and other people and organizations throughout the world.
One of the strongest relationships SIFA oversees is that between Shiga Prefecture and the State of Michigan in the United States.
