Before Pearl Harbor, Japan targeys Australia's New Guinea Territories
Inoue was one of Japan's better strategic thinkers, and commander of the 4th Fleet, or South Seas Force, based at Truk in Japan's Caroline Islands League Mandate.
Inoue's third argument was that Port Moresby was situated on the southern coast of the New Guinea mainland, and separated from the Australian mainland by a 500 kilometre (300 mile) stretch of the Coral Sea.
Inoue's argument for the capture of Australia's Port Moresby was greatly strengthened by the quick Australian response to the capture of Rabaul.

Coral Sea was a crucial Allied Victory
At first appearance, it appears to be a valid argument, and it was the one used by Vice Admiral Inoue himself to excuse his peremptory cancelling of Operation MO when, in terms of of tonnage sunk and irreplaceable offensive power lost, he could reasonably claim that Japan had achieved a tactical victory.
This decision by Inoue is difficult to understand because Japanese pilots had reported to him that one Lexington class carrier and a battleship had been sunk, and that a Yorktown class carrier had been almost certainly crippled.
Inoue was relieved of his command of the 4th Fleet and ordered back to Japan.

Despite decades of preparation for the "single decisive battle" in the western Pacific, the IJN instead chose to open the naval war against the United States with a secret foray and surprise raid against Pearl Harbor.
