		On April 1, 2004 all towns and villages in the former Higashiuwa District (dissolved by this merger) and Mikame from Nishiuwa District merged, forming the new city of Seiyo.

		The 49-year-old former coach, an official of the Shikokuchuo government, forced the students, aged 10 to 12, to run naked three times during summer vacation and after school in August and September, the officials said.
		He also hit them on the head, and half the students have been diagnosed with posttraumatic stress disorder, the officials said.

		Noboru Sogabe, of wholesaler Kyochiku, and four others were arrested for allegedly avoiding payment of 1.4 billion yen ($12 million) in tariffs on pork imports between 2002 and 2003, the Tokyo District Public Prosecutors Office said in a statement.
		Japanese television showed footage of prosecutors raiding Kyochiku's offices in Shikokuchuo City in Ehime prefecture (state), about 425 miles southwest of Tokyo.
		Importers must pay tariffs on imported pork if it costs less than a standard price set by the government.
