The statement that Russia's Foreign Minister Sergei Lavrov made two years ago, to the effect that Moscow is ready to resolve the territorial dispute with Japan on the terms of the 1956 Declaration (transfer of the Habomai and Shikotan islands after the signing of a bilateral peace treaty) created a furor in both countries.
In his note to the Japanese government (October 1955), U.S. Secretary of State John Dulles warned that expansion of economic contacts and normalization of relations with the USSR could become an impediment to an assistance program for Japan that was being developed by the U.S. administration.
On October 19, 1956, a joint Soviet-Japanese declaration was signed in which Moscow agreed among other things to transfer the Habomai and Shikotan Islands to Japan with the proviso that the transfer would take place after the USSR and Japan signed a bilateral peace treaty.

Today, Tokyo's claim to the islands is based mainly on the grounds that, since historically the islands belonged to Japan, they could not possibly have been included in the "Kuril Islands" that Japan was forced to renounce in 1951.
Japan initially asked for the return of Shikotan and the Habomais, and an international conference to discuss the entire Kuril Islands question.
In the final round of the 1956 talks the Japanese side accepted the weakness of its claim to Etorofu and Kunashiri and agreed to settle for return of Shikotan and the Habomais, in exchange for a peace treaty.
