He took a postgraduate course in political science at Himachal University in Shimla, Himachal Pradesh, India from 1979 to 1983, then returned to work as a fund-raiser supporting anti-Soviet uprisings in Pakistan during the Soviet intervention for the rest of the 1980s.
After the fall of Najibullah's government in 1992, he served as a deputy foreign minister in the government of Burhanuddin Rabbani.
Under the December 5th Bonn Agreement they formed an interim Transitional Administration and named Karzai Chairman of a 29-member governing committee.

The events of September 11, 2001, and Pakistan's agreement to support the United States led to a waiving of the sanctions, and military assistance resumed to provide spare parts and equipment to enhance Pakistan's capacity to police its western border and address its legitimate security concerns.
In April 1984, tensions erupted after troops were deployed to the Siachen Glacier, a high-altitude, desolate area close to the China border left undemarcated by the cease-fire agreement (Karachi Agreement) signed by Pakistan and India in 1949.
The U.S. agreement to provide economic and military assistance to Pakistan and the latter's partnership in the Baghdad Pact/CENTO and SEATO strengthened relations between the nations.

Pakistan claims that this accession is invalidated by a previous agreement between India and Pakistan, to maintain the "status quo"; India counters that the invasion of Kashmir by tribals aided and instigated by the Government of Pakistan, and reinforced by military regulars, had rendered that agreement null and void.
The Simla Agreement was signed in 1972 between India and Pakistan.
It is interesting to note that the Pakistani Government has been repeatedly claiming in recent years that the fencing by India along the Line of Control violates the Shimla Agreement.
