Shimane joined the contest to gain the much-desired designation, and eventually was successful in July 1966, when the 'Nakaumi District' was designated a 'New Industrial Region'.
The major concern was the effect of the plan on the quality of water in the lakes, but there were also worries over economic losses due to decline in the fishery industry, and to the impact both on local finances and on the local environment in the sense of possibly increased threat of flood damage.
Shinji's 'harvest' of cockles was in steady decline, ark shells (asari), once supplying 60 per cent of the entire Japanese market, had disappeared, and the number of confirmed varieties of fish in Nakaumi had been drastically reduced, with popular species such as plaice, turbot and flathead disappearing.
