The last time Toy Biz made a Shocker action figure was in the mid-nineties and he was based on the original artwork of John Romita Senior.
That means that even though the Shocker can shoot off to projectiles from his foremarms, he was not built to have limited mobility at his shoulder joints.
As far as accessories and special features go, the Shocker comes packaged with some missile /projectiles that are just brown colored versions of what came packaged with the Scorpion figure, just that this time you get four missiles instead of three.

While both the Shocker and Electro have action features in their arms, hindering them; I feel that their sculpting keeps them up there with the rest.

I believe the plot involved a young woman patient and I believe the shocker ending had to do with the mother quilting the patients.
Based on the time period of 1958-1963, you would be referring to a fantasy comic.
