Shojo manga has numerous sub-genres, from yaoi (focusing on relationships between gay male characters) to science fiction and fantasy.
Characters in manga, and especially shojo manga, cope with loneliness, moving to new cities (sometimes in other dimensions), falling in love and chasing after workplace success, whether the workplace is in a restaurant, a rock club or a space station.
Created in 1952, shojo got its start in Japan with "Princess Knight" about a young princess whose parents raise her as a boy to ensure they have a viable male heir to the throne.

ICv2 News - Shojo Manga and Anime--Big Business in Japan
Shojo titles embrace a wide variety of genres including fantasy, historical romance, adventure, contemporary romance, suspense, humor, science fiction, and even horror, all unified by one key element -- the central "viewpoint" character is female.
Shojo manga titles also spawned numerous anime versions, which have greatly enhanced the appeal of the genre both in Japan and abroad where anime titles like Sailor Moon have been the standard bearers for the entire shojo genre.
Though the first generation of shojo creators were overwhelmingly male, female creators quickly took over to such an extent that by the1980s male creators would typically adopt a female pseudonym when working on shojo projects, a practice that continues to some degree to this day, though not all artists do it.

 ICv2 News - Shojo Update
So a shojo title that meets the definition of having been marketed to girls in Japan might be inappropriate for a juvenile audience in North America.
Some would argue that shojo titles are only those that originally appeared in an anthology directed at girls in Japan (whether those titles would carry a "mature" label in North America or not).
It's worth noting that comics for girls and comics for women are two different things in Japan, and that comics for women, which tend toward psychological thrillers and other story-lines rooted in the real world, have not made their way in translated form to North America yet.
