Development on the missile began in the early 1980s after a study into a weapon system to supplement the Rapier missile system showed that a high velocity missile system was the best solution to the problem.
Shorts won the competition and were awarded the £356 million further development and production contract in November 1986 and the missile was officially accepted into service in September 1997.
When the missile is a safe distance from the operator the second stage fires, which rapidly accelerates the missile to burn out velocity of about Mach 3.5 400 m away from the operator.

During the second $12.9 million phase of the evaluation the laser beam guidance system of Starstreak is being integrated with the Target Acquisition Sight (TADS) and the fire control system of the Apache helicopter.
The system is fast in action in that it has no requirement for sensor cool down or similar pre-firing sequence which gives a significant time to fire advantage over missile systems fitted with infra-red seekers.
To prepare the Launcher for action the tripod is erected, the traverse head is fitted, the missiles and the aiming unit are clipped into position and the operator acquires the target in the optical sight.

Shorts Missile Systems, Ltd., Castlereagh, Belfast, Northern Ireland, (and major subcontractors Boeing Mesa, McDonnell Douglas Helicopter Systems, Mesa, Ariz., and Lockheed Martin Electronics and Missiles, Orlando, Fla.) is being awarded a $13,000,000 increment of a $23,999,989 modification to cost-plus-fixed-fee contract DAAJ02-97-C-0001, for Air-to-Air Starstreak (ATASK) Technical Demonstration Program (S4 Preparation).
The objective of the program is to continue further system upgrades and performance validation testing to complete preparation for the Congressionally mandated side-by-side operational demonstration with the Stinger missile.

A fully mobile, armored, vehicle-mounted anti-aircraft missile system employing Shorts' Starstreak high-velocity short-range laser-guided missile is being launched for export today.
Shorts Missile Systems, the guided weapons subsidiary of the Belfast company joined with Thomson-CSF of France, has delivered 135 such missiles to the British Army since October 1995, and the system gained its full in-service approval just a year ago.
The Armoured Starstreak system is mounted aboard the tracked British Alvis Stormer AFV, carrying 20 missiles and a crew of three.

Northern Ireland missile maker, Shorts Missile Systems, has been taken over by the French firm which already owns half of the company.
The Shorts missile division recently announced a £200m contract with the British Ministry of Defence to supply the army with more of its highly successful ground-to-air Starstreak missiles.
Starstreak first entered service with the army in 1997 as a front line defence system against attack from aircraft and helicopters.
