In photography, a shutter is a device that allows light to pass for a determined period of time, for the purpose of exposing photographic film or a light-sensitive electronic sensor to the right amount of light to create a permanent image of a view.
Central shutters usually have a diaphragm-like mechanism which progressively dilate to a circular opening the size of the lens, then stay open as long as is required, and finally close.
Shutters in front of the lens were used in the early days of photography.

Shutter speed plays an important role in avoiding camera shake which happens when the camera moves relative to the subject whilst the shutter is open, causing an overall blur.
To avoid this, a good rule of thumb is select a shutter speed which is near to, or faster than, one divided by the focal length of the lens.
It's no coincidence that shutter speeds are also calibrated to be twice as fast or slow as the next or previous setting which allows us to see how changing the aperture affects the shutter speed required and vice versa.

Shutter speed is, apart from aperture, the other main component required to form a proper exposure.
Shutter speed means timing and duration of opening and closing of the shutter curtain at the back of the camera.
A shutter speed of 1/125 will allow one time more the amount of light to reach the film than 1/250, the amount of light is double on the next scale of 1/60 to 1/125 etc.

We measure the shutter speed in fractions of a second, each of which similarly varies from the one next to it by a factor of two.
Shutter speeds on my cameras go like this: 1 (meaning one second, as in 1/60 of a minute of time), 2 (meaning 1/2 of a second), 4 (meaning 1/4, etc.), 8, 15 (the math breaks down here, but not the principle), 30, 60, 125, 250, 500 and 1000.
But apart from the occasional foray into action photography, most of the "artistic" pictures most of us take (as opposed to "snapshots," not to diminish their value too) will benefit more from control of depth of field than of shutter speed.
