Sierra class submarine - Wikipedia, the free encyclopedia
The Sierra class is the NATO reporting name for two types of nuclear-powered submarines that was originally constructed by the Soviet Union in the latter years of the Cold War.
The Sierra I units were completed in the mid-1980s, while the two modified Sierra II boats entered service in 1992 and 1993.
Project 945 was initiated in March 1972, under the direction of Chief designer N.E. Kvasha of TsKB-112 Lazurit and was an enlarged version of the Alpha class submarine with a titanium hull.

The Sierra-I class had six major compartments: (1) the torpedo room, and battery, (2) crew quarters, officers mess and galley, (3) command center, computer complex, and diesel generators, (4) reactor, (5) main switchboard, pumps and geared turbines, (6) electric motors, steering gear and pumps.
The 945.A project (Sierra II) differs from the Sierra I in that the sonar capability of the Sierra II is better and has a reduced acoustic signature.
In contrast to the six compartments on the Sierra-I, the Sierra-II had seven compartments: (1) the torpedo room, and battery, (2) crew quarters, officers mess and galley, (3) sonar room and command center, (4) computer complex, and diesel generators, (5) reactor, (6) main switchboard, pumps and geared turbines, (7) electric motors, steering gear and pumps.

Sierra class submarine would only be a couple hundred meters - even if the acoustic conditions for detection were nearly ideal and the submarine was oriented so that its sensors could achieve maximum sensitivity.
The Russian submarine probably moved at a low speed of 4-7 knots, since motion with a higher speed would increase the flow noise in the hydrophones and decrease her detection capabilities, which might be dangerous in a shipping area.

And second, the Navy claims that the construction of SSN-23 is necessary to preserve the industrial base in nuclear submarine construction until the next class of attack submarines (the NSSNs) commences in FY98.
And third, it is not true that most of the skills needed for nuclear submarine construction would "wither away" and have to be reconstituted if no more subs were produced until construction on the NSSN begins.

 Congress Should Accelerate Submarine Procurement
Accelerating production of Virginia class attack submarines to two per year in 2009 will generate economies of scale—the economic condition when the per-unit cost of producing an item declines with the number of units made.
If the Navy waits to begin procuring two Virginia class submarines per year until 2012, as it currently plans to do, the number of attack submarines will begin a steady decline in 2014 and will free-fall all the way to forty boats in 2028 and 2029.
Furthermore, the attack submarine fleet will fall short of 48 boats—the minimum level necessary, according to the Navy’s study—for 16 of the years between 2007 and 2034.
