  Sightholders  Basically
Sightholders, both manufacturers (of polished) and dealers (in rough), meet once every 5 weeks, 10 times a year, to inspect their diamond allocations in the London offices of De Beers at 17 Charterhouse Street.
Today, the company is a triple sightholder: the Tel Aviv factory manufactures from 0.20 to 5.00 carats; the New York factory manufactures 1.00 carat and up; and, the Bangkok factory polishes stones (under 30 points) which are sent to Israel for sorting.
An industrial diamond sightholder, it is a supplier of parcels for wire dies, dressing tools, coning tools, shaping tools, form tools, drill bits, natural industrial diamonds, synthetic diamonds, superabrasives, Micron powders, rough, and cuttables.

Sightholder - Wikipedia, the free encyclopedia
A sightholder is a company on the Diamond Trading Company's (DTC) list of authorized bulk purchasers of rough diamonds.
DTC is controlled by the De Beers Group, the single largest producer and purveyor of rough diamonds in the world.
According to a January 13, 2004 DTC media release ([1]), there are 84 sightholders, and three additional companies authorized to purchase diamonds from DTC for industrial use.

 DTC Dictates Sightholder Changes
Sightholder applicants to the Diamond Trading Company's Supplier of Choice program were confidentially told May 29 whether they will continue to be customers of DTC after the Supplier of Choice Program is officially launched in July.
Sightholders are asked to accept and adhere to DTC's Diamond Best Practice Principles which, among other things, requires sightholders to not trade in conflict diamonds and not sell synthetic or treated diamonds without proper disclosure.
DTC sees its sightholders as large global players; niche players; manufacturing-oriented businesses with strong downstream operations; dealer-oriented businesses with strong marketing oriented customers; businesses that use a full range of diamonds; businesses highly focused on specific goods; existing sightholders; entities new to the sightholder list and those returning to the sightholder list.

De Beers' position on conflict diamonds is further complicated by the company's intimate relationship with its sightholders, who receive their allotments of diamonds from De Beers in London.
Sightholders of Steinmetz's caliber get to be part of the club, in part, because they use their political influence to look after the interests of the company.
All of which means that De Beers is exposed to any indiscretions on the part of its sightholders, such as the European dealer with alleged ties to Hezbollah and conflict diamonds, named in the intelligence report.

New York -- When De Beers issued an ultimatum to its sightholders last summer instructing them to aggressively market their diamonds or else, many responded by rushing headfirst into the branding arena, in a frantic attempt to "add value" to their goods so they might stay in the mining giant's good graces.
Some sightholders introduced new facets to their stones, fashioning brand-name diamonds through the use of patented cutting techniques that would justify their new premiums.
In return, jewelers who join will be given access to the sightholder's best stones and a slew of marketing perks, including co-opted national ads and a PR blitz.

The manufacturer sightholders produce these rough diamonds for their own customers, and sell whatever rough is not suitable for them in the competitive secondary market.
The EC asked for, and naively expected, public comments from the existing sightholders, who were, however, panicked at the prospect of losing their De Beers sights (which would mean the end of their business), and would not dare criticize De Beers' new program.
De Beers, with its newly obtained database provided by the sightholders, was tailoring the sightholders' advertising campaign to the particular type of jewelry style that was primarily manufactured from only particular types of rough diamonds that De Beers wished to release/unload to the public, in accordance with De Beers' internal economic targets.

Sightholder firms have to satisfy various criteria such as a high degree of expertise in valuing rough diamonds, high experience in cutting and polishing.
The privilege of being a sightholder company is carefully preserved, as being a sightholder means being,,on the cards", otherwise the supply of diamonds may become dangerously scarce for that company.
That is why the offered diamonds will be eventually purchased regardless of their quality - the pack diamonds can be argued on but they are very rarely rejected, as the sightholder cannot afford to lose its status and break the relationship with De Beers Diamond Trading Company, relation that is essential for business.

Disgruntled would have to conduct, what is called in game theory, a “chicken game”, in which he would first privately and later publicly find it to his advantage to announce his strategy to the adversary, presenting a rigid non-accommodating strategy.
If the sightholder’s main motivation is only to hurt De Beers, he should have set the “Doomsday Machine” in motion and should have thrown away the keys.

In a press statement released Wednesday, the sightholder’s law firm said the court ruled against De Beers on all counts of its appeal and ordered the company to keep the diamantairre as a sightholder for a further nine months.
The original ruling was passed in November last year by the Antwerp Court of Commerce after the sightholder filed a complaint stating that under its Supplier of Choice (SoC) strategy, the DTC had only given him six months to find other rough sources before he was to lose his status.
According to the sightholder’s release, De Beers said the original ruling was in breach of a comfort letter issued by the European Commission’s Competition Authorities, which confirmed the compatibility of SoC with European competition laws.
