This seems strange today, but it should be remembered that the tempo of siguiriyas has slowed considerably over the years.
Paco de Lucía recorded this falseta on a siguiriya from 1973 with Camarón titled "Hermanito mío." Into the first and fourth beats, he uses an upstroke with his thumb to repeat the figures on the second and third strings.
Although it sounds strange, the E-flat harmony at the fourth beat is not especially exotic for siguiriyas, and can be found in the falsetas of many great players from the last thirty years (most of the notes that this harmony implies exist in classic siguiriyas harmony).

I've posted 3 variations of the same siguiriya falseta in the audio section, 'Siguiriyas Falsetas Comparison'.
They are labelled: Siguiriyas Falsetas Comparison 1, 2,and 3 The first 2 are played by Juan Habichuela (the old one and one of my favorites).
If anyone knows the guitarist that accompanied El Indio Gitano on the 1971 recording of the siguiriya "Vamos a Hincarnos a Rodillas", I'd like to know who he is. Anyway, I think it's kind of interesting to hear and compare different intepretations of same falestas.

The fingering and the music of this falseta are representative of others that have been recorded by many guitarists throughout the years.
These kinds of falsetas are at the very core of siguiriyas playing, and use a thumb-and-index-finger technique very similar to  HYPERLINK "http://www.ctv.es/USERS/norman/alzahist.htm" alzapúa.
This could be the source from which guitarists developed the old style of alzapúa, as heard in the work of Montoya, Melchor, and Morao.
