The decrease brought strong criticism from Siiri Oviir, the deputy speaker of parliament and prominent leader of the opposition CP.
Oviir, who is an experienced lawyer, argued that the move was unconsti-tutional according to Art 116.2, which reads the "Riigikogu shall not eliminate or reduce expenditure in the state budget or in its draft, which is prescribed by other laws." This provision was meant to ensure stability in state funding for long-term policy decisions.
Oviir maintained that funding for residents forced out of restituted houses was precisely such a policy.

A native of Tallinn, Estonia, Siiri Oviir graduated in Law from the University of Tartu Ülikool in 1975.
She joined the Estonian Centre Party, becoming a Member of the Estonian Parliament in the early 1990’s, holding the position of Minister of Social Affairs between 1990 and 1992, in 1995 and in 2002.
An active member of the Committee on Employment and Social Affairs and the Committee on Women’s Rights and Gender Equality, Siiri Oviir is married and has three daughters.

Shortly after assuming her new duties, Siiri Oviir said it is necessary to revise Estonia's prescription drug policies by reducing the price of medications, thus making them more available to the people, ETA reported on 29 January.
She noted that the prices of medications have increased by 2.8 times over the past five years, and that one-fifth of the Sick Fund resources are being spent on compensation for expensive drugs.
Oviir suggested that medicines permitted in the European Union could be allowed in the Estonian market without any additional laboratory tests, which boost their prices.

The Deputy Speaker of the Riigikogu, Siiri Oviir, who is also a representative of the opposition parties in the three-member board of the Riigikogu3, focuses in her article on the role of the Parliament in law-making and on the issues of parliamentary control, supervision and autonomy.
She believes that if in the ‘90s shortcomings in preparing draft legislation and in assessing its legal, economic and social effects could be justified to a certain extent, today the situation has changed and quality standards for draft legislation should be maintained.

Tarand was not given much chance of winning the presidency but was nominated as a potential compromise candidate if the electoral college became deadlocked.
In CP, a former education minister, Peeter Kreitzberg, became the anointed standard-bearer, but only after a mild challenge from the one major female candidate in the field, Siiri Oviir.
Article 79 of the Constitution spells out the official electoral procedure, giving the Riigikogu (parliament) the initial opportunity of choosing the head of state.

Estonia has provisionally closed the chapter on the free movement of persons in its membership talks with the European Union but would prefer to negotiate a shorter transition period via bilateral agreements with each EU member country.
