The Silkworm was developed at the Institute of Mechanics under Tsien Hsue-shen, a Chinese-American scientist who fled the United States in 1955 after being suspected of Communist ties.
The Silkworm gained fame in the 1980s when it was used by both sides in the Iran-Iraq War; both countries were supplied by China.
This is the missile China has exported to many Middle Eastern countries, and is the missile referred to in this article, and in the mainstream media.

The United States told Tokyo the missile was fired towards the Sea of Japan around Tuesday from the east coast around Tanchon, in South Hamgyong Province, Kyodo news agency reported, quoting sources familiar with Japan-US ties.
The missile may have been a land-to-ship Silkworm missile or ballistic missile "smaller than a Scud", the US Defense Department reportedly told its Japanese counterparts.
The US also warned a second missile may be launched, the sources added, but did not say how they had gained the information or how far the missile reportedly tested this week had flown.

Fox is reporting that suspicions are leaning towards a "silkworm" missile as the cause of the explosion in Kuwait today.
I thought the silkworm and the seersucker were one and the the same.
Another uniformed Kuwaiti official said that he, too, believed the missile to have been American and said that it "came from the sea." He then added that "it was a mistake" that it had struck Kuwait.

North Korea may have launched a short-range missile toward the Sea of Japan on Sunday morning according to information given to Japan's Defence Agency by the United States military, Japanese news agency Kyodo said, quoting Japanese government sources.
The government sources said they believe that even if a missile were launched, it would be of extremely short range, possibly an improved land-to-ship Silkworm missile with a 100-200 kilometer range, or a ballistic missile smaller in size than the short-range Scud missile.
Cabinet ministers concerned were informed by the Cabinet Secretariat around 8:30 am that a missile had been launched at 8:10 am, that it had landed in the Sea of Japan at 8:15 am, and that all Cabinet ministers may be asked to assemble in the case of an emergency, the sources said.
