There is usually a series of three individuals or couples or groups doing something incredibly stupid such as trying to get the moon out of a pond where they see its reflection, or showing ignorance of everyday practicalities such as how to put on pants.
It is interesting that in some of the Appalachian tales, the main character is Jack's wife and the sillies are all men.
The sillies include a woman trying to catch sunlight in a box, milkmaids who have trouble counting, newlyweds with feuding in-laws, and a man trying to put on his pants.

Among Disney's breakthrough efforts were the 1928 Mickey Mouse short "Steamboat Willie" and the first entries in the musical omnibus series "The Silly Symphonies." Those triumphs were animation's equivalent of "Birth of a Nation" and "The Jazz Singer" combined, and audiences lined up around the block to see them.

There was blood on the fretboard, sure, but the sound of the early punk bands was infused with pop hooks and their live shows usually had a classic sense of showmanship to them, both of which the Sillies had plenty of.
They were even pioneers of the naked chicks on stage tradition, which is reason enough to salute the motherfuckers, but "America's Most Wanton" proves they had the chops to match the often-banned stage antics.
