Note : At least, Legolas seems to refer to himself as a Silvan Elf: in Eregion, he says '...the Elves of this land were of a race strange to us of the silvan folk...' (The Fellowship of the Ring II 3, The Ring Goes South).
At this time in their history, all of this people still lived close together, with some dwelling in the land that would later be called Lórien, and the others settling around the hill of Amon Lanc in the far south of Greenwood the Great.
The Silvan Elves dwelt in their twin woodland realms for many centuries, but in the Second Age the emerging power of Sauron began to drive them apart.

Silvan is actually an old word that has fallen from use (I think it was Anglo in origin, but can't be sure) that was a term for a woodland creature.
Silvan elves are not one of the 3 kindreds that are existent in the Eldar.
The Silvan culture had developed into its own, and one born to Silvan parents would be of Silvan blood because of the disappearance of distinctive communities based on specific kindreds of past ages - that's the point.

Yeah, the Silvan and the Sindarin are brethren kin and the Sindarin follow the Silvan, but typically they both still may have their own opinions on things, so the Silvan may think the elves of Hollin queer, but the Sindarin may think them wise and intelligent (probably didn't, but it's just an example).
Silvan refers to Wood-Elves (simply meaning the Elves of Mirkwood, at least at the time of Lord of the Rings) while Sindar refers to the race of Elves that had never been in Valinor.
Indeed, we may suppose that Silvan elves disliked Dwarves for their habit of chopping trees for wood (as suggested in the tale of Aulë and Yavanna).

Silvan Elvish heritage apparently gives Imrahil his special Elvish strain, according to it's own legends -- and the Silvan Elves were not counted as Eldar.
Silvan's were generally not Avari; they were generally Nandor, who are considered Eldar.
However, the Silvan Elves were accounted to be distinct from the Eldar, since THE LORD OF THE RINGS speaks of the West-elves [Eldar] and the East-elves [Silvan Elves].

Legolas WAS a Silvan Elf as her was the son of Thranduil, the King of Mirkwood who was Silvan.
Well to say the final word on that, having a half-sindarin father and a fully silvan mother, he was 1 quarter or 25% silvan.
His keen elf eyes,his woodland skills and his deadly bow all proved of great value to the fellowship in their many adventures.
