The Citation Star was a silver star device pinned to the World War I Victory Medal to denote those who had been cited for extreme heroism or valor.
During the Second World War, the silver citation star was brought back as an attachment to medals, but in the far lesser degree of being awarded as a campaign service device, in lieu of five bronze service stars.
The Citation Star was only authorized for the U.S. Army, however a very similar device, known as the Navy Commendation Star was authorized for wear by Navy and Marine Corps personnel on the World War I Victory Medal.

The Navy Commendation Star was a decoration of the United States Navy which was authorized in 1918 as an attachment to the World War I Victory Medal.
The Navy Commendation Star was identical to the Silver Citation Star, issued by the United States Army.

Citations and medals themselves are just paper and cloth, but they represent the most important sacrifices of all, the paper and cloth can not give men importance or honor, It is our soldier's actions that give the award it's importance and honor.
This 2nd citation mentions nothing of a single enemy soldier or a hooch(all wording is removed) but instead someone types in "Kerry in attacking a numerically superior force in the face of intense fire...." Kerry had close to 20 armed men on his boat.
What I mean is that I know kerry's Silver Star is fraudulent, but 50% of the TV debates have focused on medals and his other crimes are so much bigger.

The Silver Star citation is more than likely the original citation taken from the award submission.
It is worth noting that the requirement to go to CINCPAC applied only to the Silver Star, hence only the Zumwalt and Lehman citations for the Bronze Star, i.e., Zumwalt as the final approving authority and Lehman for the replacement/reissue.
It is odd that they could not have just given Kerry copies of the original citations and I am at a loss for the reason to change the last sentence of the Silver Star citation, even if it is boilerplate language.

The request by Army advisors and the 800 yard distance are not mentioned in the original citation, further indicating independent sources for the revisions.
It is a totally bloodless Silver Star according to the revisions and seems to have accomplished very little for the expenditure of ammo.

The Army's Distinguished Unit Citation was established by Executive Order on February 26, 1942 and was redesignated the Presidential Unit Citation (Army) on November 3, 1966.
The plaque was replaced by the Meritorious Unit Commendation in 1947, and a scarlet streamer was introduced for unit guidons that year, but stocks of the patch were not exhausted until 1966, so the current red ribbon in a gold frame for individual wear was not issued until then.
