The objective of SimCity, as the name of the game suggests, is to build and design a city, without specific goals to achieve (except in the scenarios, which typically require the player to achieve a certain population or bank balance in a given period of time).
SimCity 3000 (SC3K) is essentially SimCity 2000 with several small features added and graphics updated to a standard appropriate for when it was published (1998).
Notable improvements from 2000 to 3000 were the introduction of garbage management, better management of the power and water grids, farms, much larger maps, and a news ticker for status updates to replace the old popup-style newspaper.

Maxis continued to evolve SimCity with SimCity 2000, which was a huge jump from the original game, and has recently released the next evolution, SimCity 3000.
SimCity 3000 was to be a conglomeration of the Streets of SimCity, Sim Copter, and Sim Golf (none of which were stellar titles).
SimCity 3000 has improved the way roads, highways, railroads, buses and subways function, all to Maxis' credit, but otherwise there is nothing new.

A far cry from the somewhat shadowy sister towns of SimCity 2000, which were good for nothing but figuring out how big your population was and exciting commerce, your new city companions have wily mayors of their own who will make deals with you for the purchase or sale of water, power, and garbage.
SimCity 3000 boasts excellent sound effects and a soundtrack that's not only cool, but passive enough that it never gets on your nerves.

The caricatures of your city advisors and the denizens of SimCity are nicely and humorously drawn (The fact that your environmental advisor was also one of those "cat-ladies" who was always attending conferences cracked me up!).
