Simeon attended the Lycee Francais in Madrid and the Valley Forge Military Academy in Wayne, Pennsylvania in the United States.
Simeon is married to Spanish aristocrat Dona Margarita Gomez-Acebo y Cejuela.

In April 2001 H.M. Simeon II returned to Bulgaria and formed a new political party, the National Movement for Simeon II (NMSII), dedicated to "reforms and political integrity."
