The Simit package is a little difficult to find information on but if you go to Siemens website and search for Simit you will find info on it.
For a power plant you would have to use Simit differently to the way I did my testing, and this would be due to the huge volume of I/O you would very likely be dealing with.
Simit is capable and does have the tools for this, you should research this on their web site.
