Bolivar was appalled at what he felt was a betrayal of the principles of the Revolution, yet he took note of the ability of one man to change the course of history.
Bolivar was put in charge of the most important republican port, Puerto Cabello, where a large number of prisoners were kept at the main fort, as well as a large stockpile of arms and artillery (which played little role by either side in South America's fight for freedom).
Bolivar knew that the Andes were considered impassable during winter (in the southern hemisphere) and that the Spanish guarded the frontier of New Granada on the other side very lightly.

The first of its kind in Venezuela, the post-graduate program is expected to gather a broad base of engineers, science-degree graduates, economists and lawyers, and is scheduled to start during Q3 2004.

The Charles and Lynn Schusterman Family Foundation has awarded a grant of $10,000 to The University of Tulsa for membership in the Energy Institute of the Americas (EIA), an organization comprising seven universities in Brazil, Canada, Colombia, Mexico and the United States.
The six other members are the University of Oklahoma, Simon Bolivar University in Venezuela, the Pontifical Catholic University of Rio de Janeiro in Brazil, the University of Calgary in Canada, Industrial University of Santander in Colombia and the National Autonomous University of Mexico.
The EIA was chartered in 1995 by OU and Simon Bolivar University to address issues created by the increasing interdependence of the Americas.

The main objective of these courses is to develop the skill of reading scientific and technical texts in English since students will be expected to understand English books and journals for their undergraduate studies and research, and later on in their professional activities.
Both the taxonomy and the computer program, which was also designed in the language department at the Simón Bolívar University, are sufficiently flexible to permit changes for practical and theoretical reasons.
