Simon Vratsian (Krouzinian) was an Armenian writer and politician.
Vratsian returned to Nor Nakhichevan as Dashnak party worker and took part in the 4th general congress of Dashnaktsutiun at Vienna in 1907, where he supported the adoption of socialism.
Vratsian then travelled over Europe, settling in Paris to edit the Droshak from 1923 to 1925.

These terms Vratsian turned down, believing in the first place that Soviet forces would be physically unable to stop a renewed attack of the Turks who were poised near the Markara bridge, 40 kilometres from Yerevan, and also that to invite Soviet forces into Armenia would be to end the independence of the country.
Vratsian, who had himself always favoured a Russian orientation, agrees that the change of government was initially welcomed.

Simon Vratzian was born in 1882 in Great Sala village of New Nakhichevan, Russia and died in 1969 in Beirut, Lebanon.
After the resignation of the government and the failure of Hovhannes Qajaznuni to form a coalition, Vratsian accepted post of Prime Minister on 24 November 1920.
In 1945 he presented a petition to the UN General Assembly at San Francisco demanding the restoration of Wilsonian Armenia held by Turkey to Armenia.

Sarkis Zeitlian received his education first in Anjar, then in the Armenian monastic compound of Jerusalem, and finally at the Nshan Palanjian Jemaran or Academy in Beirut, where he was granted his degree from the Armenian Studies Department.
At the Jemaran, Zeitlian studied under such noted leaders of the First Armenian Republic (1918-1920) as Levon Shant, Nigol Aghpalian, Simon Vratsian, and Garo Sassouni.
In 1954 Zeitlian was sent to Cairo, Egypt, where he taught Armenian studies at the Kalousdian Armenian School and joined the famous editorial staff of the ARF organ Houssaper.

 Armenian News - French lawmaker meets with ARF members
YEREVAN (YERKIR) - Bernard Piras, mayor of the French Burg le Valance and the chairman of the French Senate's Armenian caucus, met with top members of the Armenian Revolutionary Federation on Thursday.
The meeting held at the Simon Vratsian Center in Yerevan, was initiated by the French senator, who is a member of the French Socialist Party.
The parties discussed the issues related to Turkey's membership in the European Union, the Karabakh conflict, as well as possible projects in the Armenian town of Talin which is the sister-city of Burg le Valance.

After a short indecision, the government of Simon Vratzian was formed, composed of Dashnags and social revolutionaries.
Dashnag ministers belonged to the “Left” wing of the Party, while he, the prime minister [Vratzian] was known to be a man of the Russian orientation, and the socialist revolutionaries bad personal ties in the Armenian Bolshevik circles.
In a final effort to displace the Soviets (to whom they bad surrenders Armenia on Dec. 2, 1920) and occupy the country with Turkish help, the Dashnags on February 18, 1921 staged a well-planned counter-revolt against the Bolsheviks.
