The reform measures, for the civil service recruitment and promotion systems, was not solely focused on financial compensation/remunerations, but also on meritocratic recruitment, followed by meritocractic promotion and stability of employment.
This is an important point to note given the significant wages increases for Singapore civil servants and ministers in 1994 and especially, 2000 (an across-the-board increase).
It is certainly not an easy task to achieve a civil service of the right size, skill-mix, public service ethos, incentives and (the dreaded word) accountability, needed to deliver public services and goods.

PM Goh has also admitted in the article, the main thrust of which discusses Singapore’s bleak economic climate and its reliance on foreign workers, that the change in policy is inspired at least in part by the desire not to exclude talented foreigners who are gay.
Dr Vivian Balakrishnan, the Chairman of the Remaking Singapore Committee and also Minister of State for National Development said that Singapore will do "whatever it takes" to attract foreign talent, and one of the ways is to relax repressive government policies previously enforced in the name of social stability.

As chairman of the Chinese Chamber of Commerce in the 1950’s, he fought for citizenship for the Chinese of Singapore and for the Chinese language to be counted as one of the official languages.

 Singaporeans use less water after rise in tariffs
SINGAPORE will increase the salaries of 70,000 employees in the civil service sector in order to keep pace with that of the private sector, Deputy Prime Minister Lee Hsien Loong said today in parliament.
"Recruiting and retaining talent is vital to the civil service, as it is to any private sector company," Lee said.
Civil service employees' salaries have been frozen since 1998 as part of the government's efforts to encourage wage restraint during the 1998-1999 recession.
