Sir William Arthur Lewis (January 23, 1915 – June 15, 1991) was a Saint Lucian economist well known for his contributions in the field of economic development.
Lewis was born in Saint Lucia, then still a British territory in the Caribbean.
Lewis then modelled the way the terms of trade between developed and developing nations are determined.

W Arthur Lewis is internationally recognised for his work in the field of economics, and justly deserves the many honours that have been bestowed on him, including the award of the coveted Nobel Prize.
Lewis argued that Britain and France were homogenous societies divided mainly on the basis of class, and that the political systems which they had in place and which they transplanted to Africa and the Caribbean were unsuitable for the latter.
Lewis argues that the "winner takes all" formula violates the primary meaning of democracy, and was a recipe for one group to capture the state and to use that ownership as a licence to benefit that group primarily at the expense of others outside the ruling group.

Agricultural stagnation, Sir Arthur wrote "keeps down the living standards of the great majority of the people, and in restricting their purchasing power, restricts also the scope of industrialisation." That is an incontestable point.
Says Sir Arthur, "There is no shortage of small scale enterprise, or of willingness to exploit opportunities in an underdeveloped country." That is a precise statement of conditions in Antigua and Barbuda today where we have numerous vendors and small traders.

Lewis, along with Theodore Schultz, was awarded the Nobel Prize in 1979 for "pioneering research into economic development...with particular consideration of the problems of developing countries.
Lewis is probably best known for his concept of a "dual economy" in LDC's.
"According to Lewis, a poor country's economy could be thought of as containing two sectors, a small 'capitalist' sector and a very large 'traditional' sector." This two-sector model became the received theory of the development process in less developed countries having a surplus of labour during the 1960' and 70's.

Sir Arthur was appointed Principal of the University College of the West Indies the same year that I left school and faced a decision whether to study economics at a Canadian University, where I had been offered a place, or at the University College of the West Indies, where I had been offered a scholarship.
In other words, Sir Arthur believed that knowledge could and would be transmitted relatively smoothly from foreigners to locals, that there would be no significant barriers to the entry of local capitalists in manufacturing, and that local technological innovation would proceed on the basis of local entrepreneurship.
Sir Arthur himself was no stranger to the subject, as shown by his extensive treatment of it in his magisterial work The Theory of Economic Growth.

As a result of a summer visit by CCBC staff, administrators and faculty members, the college has initiated several projects with Sir Arthur Lewis Community College (SALCC), located on the Caribbean island of St. Lucia, one of the windward islands of the Lesser Antilles.

In 1968 Sir Arthur Lewis had this to say as first the 1962 Federation collapsed followed by the abortive attempt at what was termed the Little Eight (minus Jamaica and Trinidad and Tobago).
A year before in 1968 we had Sir Arthur Lewis laying down the parameters for a new West Indian leadership after Dr Williams, Manley, Bird, Adams, and the rest of the lot who presided over the abortion of the West Indies nation with glee.
If Sir Arthur was right then this has to be the spring of hope not the winter of despair in the region.
