A Sister Souljah moment is a political tactic wherein a politician publicly repudiates an allegedly extremist person, statement, or position nominally having some affiliation with the politician, in order to appeal to a large centrist voting base.
Clinton thereby appeared to repudiate the "extremist" position that Souljah's quote represented in the minds of centrist white voters.
The Canadian Conservative Party has often been accused of doing something similar, wherein a seemingly rogue member of the party makes an extreme comment on abortion, bilingualism, or gay rights and is then chided by the leader.

John Kerry was said to have had an SSM when he briefly spoke against giving drivers licenses to illegal aliens and again when his campaign de-linked the "Daily Kos" blog from its website (perhaps the first cyber-SSM).
I suspect that the reflexive use of the phrase "Sister Souljah moment" is itself in bad faith.
SSM's are required to prove one's centrist credentials -- it's probably not an exaggeration to say they've become almost mandatory to win a Presidential election.

Souljah is most famous (or shall I say infamous?) for being verbally smacked down by then-presidential candidate Bill Clinton in what is now commonly referred to as a “Sister Souljah moment“:
This isn’t to say I’d ever recommend Souljah for a speaking engagement, because some of the other lecture topics on her website look a little scary to me, but it does suggest to me that perhaps she’s changed some from her earlier years of blaming the white man for everything.
If Souljah is on the right path in terms of promoting the power of the individual by teaching that the individual himself is in charge of his own destiny and not the government - then I wish her much success.
