Rabuka was trained initially in New Zealand army schools, from which he graduated in 1973, and later did postgraduate work at the Indian Defence Services Staff College in 1979, and at the Australian Joint Services Staff College in 1982.
Bainimarama also accused Rabuka of having "politicized" the Counter Revolutionary Warfare (CRW) unit, which he had founded as a bodyguard in 1987, to favour both the mutiny and the earlier takeover of parliament in May. Members of the CRW were involved in both the May coup and the November mutiny.
Rabuka has taken a measured position in relation to the government's proposed Reconciliation and Unity Commission, which will be empowered to recommend amnesty for perpetrators of the 2000 coup and compensation for its victims.

In the post electoral negotiations of 1992, he made the controversial decision to support Sitiveni Rabuka in Parliament, in exchange for a promise to review the 1990 Constitution, which Fiji-indians generally regarded as discriminating against them.
Rabuka did not follow through on the deal, and Chaudhry and the Labour Party were punished at the parliamentary election of 1994, losing 6 of their 13 seats.
In the mid-1990s, after Rabuka finally did agree to a constitutional review, Chaudhry led campaign to change the electoral system from one based on "communal roles" (with parliamentary seats reserved by ethnicity, elected by voters enrolled as members of particular ethnic groups), to one based on universal suffrage.

Born in Nakobo, Rabuka joined the Fijian army at an early age and was trained in New Zealand, Australia, and at the Sandhurst military academy, England.
In July 1987 Rabuka introduced a new constitution that favoured the ethnic Fijian community and in September 1987 he staged a second coup, in which Fiji was proclaimed a republic and withdrew from the British Commonwealth.
Rabuka founded the Fijian Political Party (FPP) in 1991, which secured victory in the 1992 general election, enabling him to become prime minister in May 1992.

Sitiveni Ligamamada Rabuka (born September 13, 1948) is a former Prime Minister of Fiji.

Fiji coup leader Rabuka tipped as ambassador to US Fiji's military backed government wants to name former coup leader and prime minister Sitiveni Rabuka as its ambassador to the United States but Washington is resisting, informed sources told AFP on Tuesday.
Rabuka said he has not been approached but another source said Washington was being tardy about accepting the nomination.
It is understood, however, that high level approaches on Rabuka's nomination have been made at an unofficial level through the embassy in Suva but have not been favourably received.
