In regards to one country having better vodka's than the others, you also have to consider that Eastern Europe has undergone many hundreds of years of geopolitical change and has seen many overlapping territories throughout it's history - as well as a routine of interfamilial marriages between it's diverse inhabitants.
There are more than a few other Russian vodka's that are worthy of praise but they aren't too readily available so you won't see them rated in many (if any at all) vodka taste tests.
