The first draft of the Sixth Framework Programme put forward by the European Commission was modified in some respects during the co-decision procedure between Parliament and the Council of Ministers.
However, Parliament was keen not to delay the adoption of the programme and it was approved on 27 June 2002, enabling it to begin on 1 January 2003, without major changes to the Commission’s proposal in terms of structure, content, budget or operational arrangements.
The Sixth Framework Programme seeks to tackle this problem: 2.925 billion euros is earmarked for a European Research Area, which has been described as “a research equivalent of the common market”.
