Pokemon Crystal Pokemon of the Day: Skarmory (#227) - IGN FAQs
Considering Skarmory has super-effective attacks to use against the only physical attackers that are even neutral against him (Fighting and Rock) much less have a super-effective attack of their own to use, suffice it to say that pretty much any primarily physical Pokemon that chooses to face off against Skarmory will not win.
Skarmory doesn't really have to worry about the Speed penalty since he's so slow already (as is befitting of a steel-plated bird with a boat hook for a face, really), and after a few Curses his Attack will be something to fear while his Defense will be absolutely impenetrable.
Skarmory is perhaps the single best Pokemon to use Swagger on as he has NO physical weakness and one of the highest Defenses in the game.

Skarmory - Wikipedia, the free encyclopedia
Skarmory is a species of avian Pokémon whose flesh is entirely comprised of a tough silvery metal, save for its distinctive red wing plumes.
Its shelled skin gains its toughness from a young age through a rather harsh process: Skarmory mothers nest in bushes of bramble, and the constant exposure of the chicks to the thorny environment of a bramble bush causes scratches and abrasions that prompt the development of the skin into hard steel shells.
Skarmory behaves like a real-life bird of prey such as an eagle in its hunting and battling habits.
