Skencil itself is published under the terms of the GNU Library General Public License (LGPL).
Some of the code distributed with Skencil is not directly part of Skencil and is distributed under a Python-style license.
I've put it under the LGPL, because many parts of Skencil can be used as a library (and are used by Skencil that way), and the LGPL is less restrictive than the normal GNU General Public License when it comes to distributing an LGPL'ed library with software covered by a different license.

Skencil (formally Sketch) is a vector graphics illustration program for unix-like systems with a much more modern interface than the classic xfig.
The Sketch LaTeX Plugin allows LaTeX text or equations to be inserted into a Skencil document as native text objects.
With this release, the imported text is no longer rendered as text in Skencil, but as curves, removing all of the font issues.

From a distribution/packaging perspective, it is difficult to justify a hard dependency between inkscape and skencil as skencil is itself another desktop application and also fairly large.
It is also somewhat non-intuitive and confusing to the end-user (and as a side-note, skencil might be dropped eventually because it's still based on gtk1).
I agree with you in the fact that depending on skencil for ps input is a too large dependency.

Here all text is native Skencil, though again it looks slightly better in the PDF.
