Canada requires there be some sort of test involved but these are the first rules where I've actually seen the skill question.
The skill testing question is the winner 'providing a service' to the company for which they can then be 'compensated'.
And the reason the question is so simple, is that the contest is for 4-12 year olds.

umm, the law doesn't force companies to have a skill testing question, it's just that the company can avoid having to get a lottery license if they have a test of skill as part of the contest.

Skill testing question is just a legal requirement.
Last year I was at Denny's and they were having a contest and the answer to the skill testing question was intended to be 25 but it actually worked out to 14.6 if you followed proper order of operations.
