The model is basically an "L"-shaped dock with the main structure being a three-story edifice whose principle eye-catching first floor features the large skull which is actually a sliding door to allow small boats to coast on through to unload stolen treasure that can't be unloaded in the open.
The second floor has a table (mounted on a trap door which conceals weapons) for inspecting treasure maps and the third floor features a revolving crane for raising and lowering barrels and booty.
I like Skull Island for the mixture of pirates and imperial sailors, plus the fact that the structure doesn't necessarily have to be for pirates.
